Borderlands 3 has a new seasonal event Revenge of the Cartels. This mission will require you to travel to Joey's planet and join Villa Ultraviolet. Once at the mission site, you will have to eliminate the final boss, Joey Ultraviolet for a chance to drop this weapon.
The second solution, but which is much less likely to have it than the first, is to go to the Ascension Cliff on Pandora et Eliminate Cartel Thugs to attempt to obtain the OPQ System.
