How to Set Up a Solo Public Lobby on Console
To enter a single-player lobby on console, you need to pull off some internet connection shenanigans with an ethernet cable. If you don't have an Ethernet cable, you can replicate this same process using two wireless connections. If you want to use an access point as a second connection, be sure to start by setting up your primary wireless connection, then move on to the access point for the second step.
To get started, boot up GTA 5 and enter story mode with your console connected via an ethernet cable or wireless connection. Once you're in the game, unplug the ethernet cable or router you're connected to the internet to. This will disconnect you from the internet and then you can reconnect to a wireless connection (a hotspot works here).
Join a public lobby with your new connection and head to the nearest building you own. It can be any property including auto shops, agencies, apartments or whatever you have. Once you are inside your building, reconnect your Ethernet cable or switch back to your original wireless connection. This will kick other players out of the lobby.
Give it a few seconds and you'll have the public lobby all to yourself, but players aren't guaranteed to join later. In this case, you can repeat the process to isolate yourself in the lobby again.
How to Set Up a Solo Public Lobby on PC
The process of accessing a solo public lobby on PC is much less complex than on console and involves some task manager play, rather than fiddling with internet connections. However, it starts the same way. Load into a public session and head to a property you own.
Once inside your building, alt-tab out of the game and load your trusty task manager with Ctrl+Alt+Delete. Press "More Details", then navigate to the Performance tab, before clicking "Open Resource Monitor". In front of you will be a huge list of all the resources running on your computer, so find GTA5.exe.
Right-click on the process, then choose "Pause Process". Count to five, then right-click on that same process and resume. Return to GTA 5 Online and you'll find yourself totally alone in a public lobby. This doesn't mean players won't join later, but you can repeat the process as often as you like.
